RoHS directive enacted by EU legislation
--Directive on restrictions on the use of certain harmful components in electronic and electrical equipment
RoHS is a mandatory standard enacted by EU legislation, which is called the directive on restrictions of hazardous components used in electronic and electrical equipment. The standard has been officially implemented on July 1, 2006, mainly used to regulate the material and process standards of electronic and electrical products, so that it is more conducive to human health and environmental protection. The purpose of this standard is to eliminate six substances in the electronic products of electric machinery, including lead, mercury, cadmium, hexavalent chromium, PBB and PBDEs, and it focuses on the content of lead not more than 0.1%. The new directive 2011/65/eu (rohs2.0) to replace the new directive 2002/95/ec (RoHS) will come into force on 21 July 2011. The main changes of rohs2.0 and RoHS are as follows:
1. add the original WEEE Directive Appendix I and IA to the two appendices of RoHS.
2. from January 1, 2014 to January 1, 2017, medical equipment and monitoring equipment are gradually included in RoHS control scope.
3. the manufacturer shall formulate EC compliance statement and mark CE before the product is listed and sold. After the electronic and electrical products are listed, relevant technical documents and EC declaration of conformity must be kept for at least ten years.
4. if substances listed in Appendix III (such as hbcdd, DEHP, BBP and DBP, etc.) are not exposed to human health or the environment due to their use, they will be evaluated in accordance with articles 69 to 72 of reach regulation and further include the substance in the restricted substances of appendix IV. The test method for toxic and harmful substances in electronic information products (hereinafter referred to as "test method", Standard No. sj/t11365-2006) limits the test method of harmful elements in ROHS requirements. Among them, XRF is developed as a fast and convenient method. The standard samples of lead (PB), Hg, CD, Cr and Br can be tested accurately by XRF. However, the results obtained based on XRF are only the content of elements. That is, if the screening test results in chromium (CR) or bromine (BR), even if they exceed the standard, they can not represent that the harmful substances (CrVI) and flame retardant PBB and PBDE exceed the standard, and the test results (including) are only necessary conditions for the corresponding harmful substances, not sufficient conditions. This is the reason why there is no limit value judgment basis for the disqualification of these two hazardous substances in the limit table.
RoHS industry
1、 Large household appliances:
Large refrigeration equipment, refrigerator, freezer, other large-scale appliances used for food refrigeration, fresh keeping and storage, etc.
2、 Small household appliances:
Vacuum cleaner, carpet cleaner, other cleaning equipment, sewing, weaving and other fabric processing equipment, etc.
3、 Information and communication equipment:
Central data processor, personal computer, printer, copy equipment, electric electronic typewriter, desktop and pocket calculator, etc.
4、 Consumer products:
A product or device for recording or reproducing sound or image.
5、 Lighting:
Fluorescent lamps (except for household lighting equipment), straight fluorescent lamps, compact fluorescent lamps, high brightness discharge lamps, etc.
6、 Electrical and electronic tools:
An electric drill, saw, sewing machine, turning, milling, grinding, sawing, cutting, cutting, cutting, drilling, punching, folding, bending, or
Similar processing equipment.
7、 Toys, leisure and sports equipment:
Electric train or racing car, hand-held video game machine, video game machine, measuring device used for cycling, diving, running, rowing, etc; A moving device with electronic or electrical components.
8、 Medical equipment (except for products implanted or infected):
Radiotherapy equipment, heart equipment, perspective device, lung ventilator, nuclear medical equipment, etc.
9、 Monitoring and control instruments:
Smoke detectors, heat regulators, temperature controllers, measuring, weighing or adjusting devices for household or laboratory equipment, other monitoring instruments used in industrial installations (as on control boards).
10、 Vender:
Hot drink automatic vending machine, bottled or canned hot drink or cold drink automatic vending machine, solid product automatic selling machine, money ticket automatic selling machine, all automatic delivery of all kinds of products.
Note: Currently, the eighth and ninth medical equipment, monitoring and control instruments are not limited by ROHS directive, but medical equipment, monitoring equipment and their parts shall meet rohs2.0 standards since July 22, 2014.
